Effective from vSphere 7.0 Update 1, vSphere Cluster Services (vCLS) is enabled by default and runs in all vSphere clusters. vCLS uses agent VMs to maintain the health of cluster services. Up to a maximum of three vCLS agent VMs are created when hosts are added to clusters. These lightweight agent VMs build the cluster control plane.
