The customer-managed vCenter Server requires a separate customer-provided vCenter Server license. Table 2, sourced in part from VMware vSphere & VMware vSphere+ Compute Virtualization—Licensing, pricing, and packaging white paper, describes the options for vCenter Server licenses. As noted in the guide, vSphere customers with an active Support and Subscription (SnS) contract are entitled to a version upgrade to vSphere 8.
