VCF deployments include NSX, which requires an NSX host overlay network. NSX edges are optional, but VMs on NSX network segments need NSX edges to communicate outside of the domain. If you use NSX edges, an NSX edge overlay network and NSX edge uplink networks are required for that domain.
NSX edges are VMs that run on the VxRail nodes. Before the NSX edges are deployed, the leaf switches they will connect to must be configured with the NSX edge networks. BGP must also be configured on the leaf switches to peer with the NSX edges.
